Bluetooth Software License?

Hi, I have installed Widcomm driver with TR internal bluetooth module. However, I am seeing this error message when I attempts to start the bluetooth.

“Your bluetooth Software license does not include use with this bluetooth device. [6]”

How can I get the license? And what license is this referring to?  :?
