Whether it’s illegal or legal is debatable…for the most part, these people are being either good samaritans or completely clueless.
I’ve been guilty of using “free” networks when I can to check e-mail and stuff. I did so recently at a Starbucks. I didn’t want to pay the day rate for usage and decided to sniff around. From inside Starbucks in downtown LA, I found nearly 15 different WiFi networks of which most were secured (good for them) but several were open (good for me). I then used a free one instead of paying for T-Mobile Hotspot service.
