I’d guess you’ve still got bluespace drivers and stack installed; or parts of it.
Control Panel, System, Device Manager:
Check the Universal Serial USB Bus Contollers, one of the four should contain “USB Bluetooth Device” under the Advanced Tab.
In Device Manager list, look for “Bluetooth Radios”. Under that I have:

You can try rolling back, reinstalling, removing all drivers and letting XP “find new hardware”.
Be sure to Uninstall wireless switch and any bluespace in Add/remove programs. Once it’s working you can install wireless switch.
Hopefully you won’t have to manually find and delete the bluespace files to keep XP from finding them
