I suspect it’s purely marketing. In the US, the Celeron gets a bad rap (which it deserves) for being the value processor with inferior connotations. In the past, that was certainly the case when Celeron M’s had half the cache and no power management abilities.
The newer Celeron M 383 in this system is a ULV part so it’s a low power part and it has 1MB cache (although some have 512KB) which isn’t that bad.
So, in Japan, the Celeron brand isn’t seen as an inferior product and customers are more willing to buy them. Lots of desktop systems and notebooks have them. I suspect it also helps them keep the prices a little bit lower. I do see a trend where Japan is moving away from Celeron especially with Intel’s onslaught of Core and Core 2 processors. Core is the new Celeron.
