I am not sure about JP server….because I believe the update files is hosted on a US server.
As for the fan, that was strange at first whenI heard it…because the 1st gen LF Base does not have any fans at all. But fans do not bother me since the base is sitting next to my TV. I do not hear it at all….

I was actually surprised by PSP’s picture quality. The sound is not that great, but bearable.
