How does one go about dragging windows and such only using the touchpad?  I knwo it’s possible since I inadvertently do it every now and then but I can’t figure out how to actually trigger it.

It sounds like the click-to-drag option is already turned on for you, I activate it by doing a quick double click on the titlebar of the window to be dragged, but keep my finger on the trackpad after the second click instead of removing it. You can then drag the window around until you remove your finger from the trackpad. It works every time I try it, and I just dragged this IE window to the corner!
