This is what I call advise that is not very helpful. No offense but before recommending he whipe out everything and install Linux you should really make sure Linux will work for what he needs.
Anyhow some advice. First as it’s been mentioned just get spybot and ad-aware and get the spyware out.
Once that is done go and make a second account on your computer, and make it a restricted account (to change the status of an account go to START->Control Panel->User Accounts). A restricted user can’t install software so using it for your day to day browsing will prevent spyware from installing on your system (since you won’t have permission to actually install anything).
When you need to install software or change system settings just log into your other account (which should be left at the administrator level). This will also thwart 99% of viruses, trojans, and worms.
Second download and install firefox which is avalible here…

Firefox is a much more secure browser then Internet Explorer and won’t allow programs to install themselves without your knowlege.
Doing these two things will bring your security up to a very good level. It also helps to prevent system corruption, I haven’t reinstalled Windows since for about a year now (which is how long I’ve had the computer) so I can honestly say it helps with a lot of stuff.
