This is usually due to a wrong timing source, especially seen on notebooks. Unfortunately, XP is very, very bad when it comes to choosing a timing source for the system clock - instead of using the HPET high resolution timer source or other frequency throttling independing sources, it just goes ahead in a very braindead manner and chooses things like the TSC, the time stamp counter that skews with your frequency.
I’m sorry, there doesn’t seem to be any solution (except for “hoping that it chooses a good time source on another circumstance” or “waiting for a bugfix”).
Remember: the RTC, which is the Real Time Clock that is beating inside your TR, with a battery, even when it’s turned off and the System Clock are two different things! Your Windows System Clock just gets synchronized withit at bootup and during shutdown. The clock in your Real Time Clock should be fine.
So, no, your $2k computer shouldn’t have any problem in keeping a good time, it’s just Windows.
