Kaspersky himself said this was totally misconstrued. He had an address at some convention warning that there was the possibility of cyber terrorism on a mass scale and at one point mentioned a warning in hebrew about an islamic group targetting israeli servers on 8/26/04. He used this as an example. Much ado about nothing.
If you really want to know about the resiliance of the Net, there was a big terrorist attack about 3 years ago (maybe you remember it) where the major telecom exchange in New York City was obliterated. Phone service to my building and friends who live in Hoboken was not restored until about two weeks later. Most broadcast TV was knocked out too, the major antennas being on Tower 2. Through all that, there was absolutely no downtime for the Net at home or in the office.
